Osh moves from diagnosis to action planning under the EBRD Green Cities programme

The city of Osh is taking the next step in developing its Green City Action Plan (GCAP), following a diagnostic phase that involved local stakeholders.

As part of the development of Osh's Green City Action Plan (GCAP), the Municipality of Osh is inviting representatives of local institutions, utilities, businesses and other stakeholders to participate in a series of consultations aimed at shaping the city's environmental and climate priorities.

In 2025, the city joined EBRD Green Cities. Through the programme, Osh is preparing a GCAP, a strategic roadmap that identifies the city's main environmental and climate challenges, sets priorities and outlines the actions and investments needed to address them. 

A draft baseline report has now been completed. It assesses the city's environmental situation and key vulnerabilities, based on technical analysis and stakeholder engagement. The findings will be presented at a stakeholder workshop on Monday 12 October at 14:00 at Osh City Hall. 

As next steps, the consultants supporting the city (E Co. and Unison Group) will then hold sectoral roundtables with city representatives and stakeholders to define the objectives and actions to be included in the GCAP:

  • 13 October: water
  • 14 October: energy and buildings
  • 20 October: solid waste management
  • 21 October: urban transport
  • 22 October: climate change adaptation

The outcomes of these discussions will feed directly into the plan.
